Belete Temesgen is a seasoned humanitarian leader and the Director of Cash/Voucher and Market-Based Programming at World Vision International, based in Washington, DC. With over two decades of global experience, Belete leads WVI’s global cash team and provides strategic and programmatic guidance across the partnership. He has been instrumental in expanding World Vision’s Cash and Voucher Assistance (CVA) portfolio, strengthening operational systems, and advancing innovative cash delivery mechanisms, including digital cash and vouchers. 

Belete brings deep technical proficiency in CVA across preparedness, market and response option analysis, program design, implementation, and monitoring. He has developed key guidance tools, co-authored the WV Cash-Based Programming and Operations Manual, and played a leading role in capacity building through initiatives such as the Cash Academy, training staff at field, regional, and global levels. 

His field experience spans deployments and support missions across the Middle East, West Africa, East Africa, and Asia—including technical and programmatic leadership roles in Myanmar, Sri Lanka, Ethiopia, Iraq and Zimbabwe during major emergencies. Belete also represents WVI in key global platforms, including the Global Cash Forum, the Food Security Cluster’s Cash and Market Working Group, CashCap, Locally Led CVA Working Group, and various regional cash networks. 

In addition to his humanitarian leadership, Belete is highly skilled in data analytics and machine learning, with practical experience in Python, SQL, Power BI, and related tools. His expertise includes statistical modeling, data acquisition, processing, exploratory data analysis, and predictive modeling 

He holds an MSc in Data Science and an MA in Organizational Leadership from Eastern University (USA), a BSc in Agricultural Economics from Ethiopia, and an International Diploma in Humanitarian Assistance from Fordham University (New York).
