Global Fund Unit Program Advisor

David Livingstone is a public health professional with over 12 years of experience in the development sector, specialising in design, monitoring, and evaluation, advocacy, research, and knowledge management. His technical expertise spans tuberculosis (TB), mental health, adolescent health, and maternal and child health. He has extensive experience with Global Fund and other grant-funded projects in India, co-designing, implementing, and evaluating interventions that address critical public health priorities. 

As a Program Advisor with World Vision’s Global Fund Unit, David supports the design, management, and quality assurance of Global Fund–financed programmes across multiple countries, with a focus on TB, malaria, HIV, and health systems strengthening. He leads portfolio monitoring and reporting, ensuring programmes are effectively tracked through robust frameworks, dashboards, and performance reviews.

His work is centred on delivering high-quality, sustainable results that strengthen health systems and improve health outcomes for communities worldwide.

David holds a Master of Public Health in Social Epidemiology from the Tata Institute of Social Sciences and a Master of Science in Bioinformatics from the University of Madras.
