Humanitarian professional with nearly 30 years of global experience in emergencies, fragile, and development contexts in all regions of the world. Expertise in institutionalising the use of cash & voucher assistance in humanitarian organisations, developing and strengthening systems, manuals, tools, skills and capacities. Throughout his years of work in the humanitarian sector Isidro gained considerable experience in cash transfers programme design and implementation, supporting the development of project proposals for main institutional donors not only in preparedness, anticipatory action and emergency responses but also linking relief to recovery and long-term development through the articulation of cash transfers to financial inclusion programmes and social protection schemes. Isidro is familiar with programme & strategy development to ensure industry standards across the organisation aligned to SPHERE and other humanitarian requirements. He actively participates in coordination and advocacy efforts as a co-lead of the CALP Localisation & locally lead action group as well as a certified trainer familiar with capacity assessment and building of national teams and local partners, not only through face-to-face and online trainings but also mentoring and field support. Fluent in English, Spanish, and French.
