Background/Rationale:

World Vision's Ukraine Crisis Response decision-making on how best to respond to this crisis, there is a need for independent analysis of the quality of the Response data that is available to inform the UCR reporting obligations, program design, improve the quality of implementation and decision making by management. World Vision UCR is seeking the support of an Assessment partner to conduct a comprehensive Data Quality Assessment across its programs in Moldova, Ukraine, Georgia, and Romania.

The main objective of the assessment is to progressively improve UCR data quality with constant vigilance and regular evaluation to maintain quality. Analyse the quality of the data reported and the systems used to manage it to support the response in developing effective strategies for improvement and impact.

Specific Objectives

  1. Conduct a data quality assessment of output monitoring data across dimensions of validity, timeliness, precision, integrity, and reliability and recommend strategies for improvement.
  2. Onsite mentorship for field staff based on the existing gaps in the data.
  3. Disseminate findings and recommendations to improve data quality.

Work Deliverables

  • Design and layout requested work following UCR’s branding policy and standard within the period specified.
  • Present visual layouts that follow humanitarian trends, easy for information to understand and recognize.
  • Work in close coordination with the Communications team and requesters from concerned UCR teams.
  • Provide final softcopy ready-to-print file for designed reports or materials.
  • Available and flexible for design work on short notice, only as appropriate.

Data Quality Assessment Timelines

The Data quality assessment should be conducted and completed before the 20th of November 2023. A potential consultant is required to provide a detailed work plan in their technical proposal.

Required Qualifications and Expertise of the consultant/consultancy firm.

  1. Registered legally as a company in one of the UCR or with full ability to operate in all the
  2. UCR countries.
  3. A minimum of 5 years of demonstrated professional experience delivering M&E or
  4. Information Management Services in the Humanitarian Sector.
  5. Previous experience in monitoring, evaluation, or research/ needs assessment exercises in all or one of the UCR countries, including primary data collection.
  6. Have proven experience in conducting qualitative assessment studies and have access to technical expertise related to data/information quality and management.
  7. Proven capacity to engage an experienced team to carry out data collection and analysis.
  8. Have excellent report-writing skills.
  9. Have excellent written and spoken English and Ukrainian staff on the team.
  10. Hold a minimum educational qualification equivalent to a master's degree in a relevant field.
  11. Willing and available for senior management to discuss progress against contract deliverables.
  12. Capacity to arrange all logistical and security arrangements independently for fieldwork (the contracted service provider is expected to organize its logistics and security arrangements).
  13. The consultant will be required to conduct onsite visits to selected WV UCR offices and
    Implementing partners in Romania, Moldova, and Ukraine.

Data Outputs & Deliverables

The key outputs of the data quality assessment process will include the following:

  1. Inception Report (including a detailed methodology and sampling plan and tools)
  2. Data analysis plan and timelines iii.
  3. Notes and transcription of KII
  4. Data Quality Assessment Report (English)
  5. Risk Analysis and Mitigation Measures
  6. Two-pager fact sheet summary (in English)
  7. Finding interpretation meeting (Validation and dissemination workshop) to WV UCR staff.

WV UCR legally owns all collected data, and the consultant is expected to hand over all data sets and notes of the interviews to the organization. The consultant shall maintain confidentiality and protect all information provided to him/her by WV UCR, its employees, and partners. The consultant may only disclose the extent necessary to perform the assessment.

  4. Financial Bid: A financial budget with explanations about the line items
  5. The Consultant should submit a technical proposal comprising the following:
    • A technical proposal that indicates how the Consultant is going to undertake the activities highlighted in the ToR.
    • Detail plan of project completion
    • A capacity statement detailing the consultant's ability to deliver a quality evaluation report within the given timeframe, including an overview of relevant work and technical experience.
    • At least two samples of previous relevant works were undertaken, including at least one DQA report that was 100% led by the Lead Consultant
    • Contact details for two references for similar assignments done not more than two years ago.
    • CVs of the key personnel on the evaluation team
    • Any appendices the Consultant sees as relevant to the application
