TOWARDS A GOLDEN FUTURE: Integrated Package of Essential and Accelerator Services for a Thriving Generation in Indonesia

This policy brief examines Indonesia’s progress and remaining challenges in achieving child well-being within the context of the Sustainable Development Goals (SDGs) and the national vision for Indonesia Emas (Golden Indonesia) 2045. Despite significant achievements—such as reductions in stunting and child mortality, and near-universal primary school enrolment—Indonesia continues to face persistent gaps in immunisation, education quality, child protection, and mental health. Children in poorer households, those with disabilities, and those in marginalised communities face multiple overlapping risks.
The brief proposes an integrated approach that combines proven accelerators—such as conditional cash transfers (Program Keluarga Harapan, PKH), village funds (Dana Desa), the Smart Indonesia Programme (Program Indonesia Pintar, PIP), voucher-based food assistance (Bantuan Pangan Non-Tunai, BPNT), and the Free Nutritious Food Programme (Program Makanan Bergizi Gratis)—to address multidimensional child vulnerabilities across life stages. Evidence from Indonesia and other countries, such as the Philippines’ 4Ps programme, shows that combining these interventions amplifies impact across nutrition, education, protection, and mental health outcomes.
Key recommendations include: strengthening inter-ministerial coordination; enhancing capacity at national and sub-national levels; prioritising data integration; expanding family development sessions; and ensuring the inclusion of children and caregivers with disabilities. Implementing this integrated package can help Indonesia accelerate its progress towards the SDGs and fulfil its aspiration of becoming a high-income nation by 2045 with a generation of resilient and well-supported children.
