The Joint Multi-Sectoral Early Recovery Rapid Needs Assessment was conducted in late August 2025 in response to the Cambodia–Thailand border conflict, which displaced over 172,000 people and led to the return of nearly 880,000 Cambodian migrants. Led by the National Committee for Disaster Management (NCDM) and the Humanitarian Response Forum (HRF), the assessment examined urgent needs across seven sectors—Protection, Education, Health, Food Security and Nutrition, Livelihoods, WASH, and Shelter—in the most affected provinces. World Vision International in Cambodia contributed to data collection and analysis alongside other HRF partners. The findings inform coordinated, GEDSI-sensitive recovery plans to support returning Internally Displaced Persons (IDPs) and strengthen community resilience.
