1. Major Responsibilities:
Leadership
- Provide guidance and leadership for the overall management of GIS ; Mentor, coach and provide managerial and technical support to the GIS officer, program staffs, data collectors in respect to GIS activity of the organization
- Plan, coordinate and take part in the collection, evaluation and dissemination of geographic information, facilitate need assessment and gap identification of GIS skills and application of division’s sector offices, Cluster program (CP) and Area Programs (AP)s; Identify GIS innovations, infrastructure needed, gaps and facilitate the implementation
- Coordinates and network with Divisions, sector offices, CP, APs and other governmental, Nongovernmental organizations (NGOs) and private organizations; Preparation of GIS implementation annual action Plan at the National Office level
Geo-information Documentation & GIS Analysis
- Coordinate and take part in developing, updating and maintaining country level geo-database for internal use, developing, updating and maintaining Area Program (AP) level Geo-database; Plan, Coordinate and provide technical support to WVE Division’s, sector offices; CP and AP for the GIS application; Producing GIS outputs/results of different assessments, baseline surveys, design and redesign processes and monitoring and evaluation activities
- Lead and take part in data acquisition, development, updating and maintaining geospatial information and producing GIS outputs/results that will be incorporated in different researches and reports of Division’s sector office activities such as Environment, Grant, HEA, Early Warning, Health, WASH etc.
- Developing, updating and maintaining GIS server and web applications
Provides Technical Support
- Take part and facilitate to provide technical support to WVE program management and use of GIS and remote sensing and other spatial data and information products, tools and techniques in the analysis and presentation for policy formulation
- Attend and contribute professionally to seminars, workshops, meetings and conferences related to geo-information issues internally as well as externally
- Assist in planning, organizing and servicing conferences, seminars and training workshops; participate in providing technical expert services to Staffs of head Office (HO), Program offices, Area Development Programs (ADPs) etc.
Training & Capacity Building
- Plan, coordinate and facilitate awareness creation of GIS applications among higher management, division sector office and program staffs of the organization
- Plan, coordinate and facilitate training manual development and conducts GIS and remote sensing training for program staff to develop skilled staff on the use of GIS, remote sensing and other geo-information tools and techniques
2. Qualifications Required: MSc. degree in Geographic Information Systems (GIS), Cartography, Geography or related fields.
3. Work Experience: Minimum of 5 years of experience in the field
4. Technical Skills and Abilities
Geodatabase, GIS Server and Web application, Database management system, mobile GIS, Remote sensing software, networking and Hardware Maintenance and troubleshooting
