About SPIR II
Strengthen Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR) II is a five-year Resilience Food Security Activity (RFSA), led by World Vision and executed by a consortium of partners, including CARE, ORDA Ethiopia, and learning partner IFPRI. It is funded by the USAID Bureau for Humanitarian Assistance (BHA), with a focus on enhancing livelihoods and resilience to shocks and improving food security and nutrition for rural households in Ethiopia’s Amhara, Oromia, and Tigray regions through interventions aligned with the Government of Ethiopia’s flagship social protection initiative, the Productive Safety Net Program (PSNP).
SPIR II aims to enhance food security, transform livelihoods, build resilience to shocks, and improve nutrition for 764,784 poor rural people grappling with food insecurity in Ethiopia. Each year, SPIR II imports over 30,000 Metric Tons of food from the United States – sorghum and yellow split pea grown by American farmers, and fortified vegetable oil produced by American companies and purchased by SPIR II to deliver life-saving assistance in Ethiopia.
Simultaneously, SPIR II supports agricultural and non-agricultural livelihood diversification initiatives and assists in capacity development, market linkages, and improved access to financing to strengthen household income and food security. When people can earn a living where they are, it reduces migration, builds local economies, and creates self-sufficiency.

Emphasizing strategies that can be taken over by local groups and government actors, the program empowers households in asset and skill development, fostering participants' self-sufficiency and long-term food security.
