POSITION:   Social Protection Specialist

1.    Major Responsibilities:

  •  Coordinate the development and updating of social protection mainstreaming policy, standards, norms and guidance/technical approach for use in WVE programming;
  • Provide technical support and ensure that social protection issues are identified, prioritized and mainstreamed in all DME process and build the capacity of WVE staff and partners in order to enable them understand and address social protection concerns;
  • Provide support targeted to the needs of girls and youth with disabilities with the goal of increasing participation of vulnerable groups in the project and their ability to participate fully in project activities (such as by scheduling project activities during times of day when girls are more likely to attend or taking steps to address childcare needs) as well as crating suitable environment for the youth with all kinds of disability to involve them in project activities as it applies;
  • Assess local context and design mechanism on how girls and youth with disabilities will access sites of project activities and acquire optimal benefits from the ongoing livelihoods project;
  • Conduct training for employers on creating a girl-friendly, gender sensitive and disability friendly work environment and sensitivity training to improve employers’ responses to incidences of sexual harassment and other harmful gender norms and practices;
  • Develop contextually appropriate social protection tools and mechanisms to facilitate participatory planning, budgeting, monitoring and evaluation processes to enhance vulnerable groups optimal benefit and to effectively mitigate the impact of economic shocks, promote equity and reduce poverty;
  • Design and lead programs and initiatives aimed at educating girls, youth with disabilities and working youth on their right;
  • Build linkages and partnership with relevant local, national, multilateral and UN agencies including International Labor Organization, Social and Labor Affairs, Federation of Ethiopian Labor Union and Ministry of Justice to consolidate the social protection system for the youth and link with national level Disable People’s Organizations (DPOs) like FENAPD and its member organizations at local level;
  • Represent WVE as appropriate in relevant forums, networks and partnerships for improving social protection for the youth

2. Qualifications Required:  Master’s Degree in Sociology, Social Work, Psychology, Social Sciences or any other related fields

3. Work Experience and Skill Required:

  •  Minimum of three years of experience in a leadership position responsible for developing social protection interventions  
  • strong background in child protection, gender and development,  human rights principles and inclusive education/ program development skills
  • Demonstrable knowledge, skills, technical capacity, professional competency desired

- Experience with projects that promote social protection, including by improving access to health insurance, cash transfer programs, scholarships, and public works program.

Sound understanding of the protection of vulnerable youth groups.

-  Experience in youth livelihood development

-  Experience in concept paper/proposal development

-  Interest and ability to relate positively to youth and adolescent, staff and community members

-  Proven strong analytical skills, strategic and creative thinking

-  Excellent team building skills

-  Excellent interpersonal and communication skills

-  Experience in community participatory project planning, implementation and monitoring.

-  Experience and skills in preparing training materials appropriate to the needs and interests of vulnerable Youth and Adolescent

-  Technical knowledge on contemporary public sector administration, laws, legislations and policies as well as development discourses

-  Fluency in Amharic required. Knowledge of English preferred
