1.     Major Responsibilities:

  • Provide technical leadership and support to regional WASH coordinators in the area of urban sanitation and hygiene promotion and ensure that the Sanitation and Hygiene component of the UNICEF urban WASH programme planning, development and management, including the satellite village resilient interventions are implemented within acceptable quality, standard, timeframe and budget;
  • Foster promotion of safe sanitation and hygiene practices that contribute to environmental sustainability through removal of human waste, solid and liquid waste from the environment;
  • Lead the KAP survey, stakeholder mapping and vulnerability assessment and analysis to the development and roll out of inclusive Urban Sanitation and Hygiene promotion tools and approaches;
  • Enhance appropriate knowledge management (documentation and reports, sharing good practice, lessons learned, and knowledge/information exchange) at all levels to foster learning, promote evidence based advocacy and policy dialogue in urban WASH and scale up in Ethiopia and other developing countries;
  • Ensure quality of rights-based WASH programmes effectively promoted, and coherence, synergy and value added to programme management process through results-based management and strategies;
  • Ensure the development and implementation of comprehensive sanitation and hygiene management training package, institutional WASH promotion and innovative solid waste management in the 8 towns and satellite villages in compliance with donor’s requirements, government policies and global standards;
  • Ensure programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures;
  • Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability in the urban WASH team.

2. Qualifications Required:  M.Sc in Environmental Health, Public health and related fields with strong experience in urban WASH and additional training in Urban Sanitation & Hygiene related fields, or Communication for Development (Programme Communication) is an asset. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree

3. Work Experience and Skill Required:

  • At least 8 years relevant experience in WASH in an international NGO or similar organization with minimum of 6 years supervisory skills
  • Strong technical knowledge in urban sanitation and hygiene interventions is required.
  • S/He needs to have strong skills in program planning, monitoring, evaluation Knowledge Management and quality reporting
  • Strong adherence to World Vision values;
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity;
  • Proven experience of managing donor(s) funded projects or programs;
  • Good computer skills including MS Office Packages;
  • Knowledge and Experience in CLTS-H, SLTS-H, DBC Framework, PHAST, Sanitation Marketing and any other Urban WASH Sanitation & Hygiene Models;
  • Proven knowledge of community development methodologies and the ability to work in a participative manner developing shared ownership and vision;
  • Appropriate skills and experience in the capacity building and training of staff and partners;
  • Experience in monitoring and evaluation;
  • Experience in proposal development, budget preparation and report writing;
  • Fluent in oral and written English.
