PRESS RELEASE: Psychosocial Care and Cash Assistance Bring Relief to Internally Displaced Families Affected by the Cambodia–Thailand Border Conflict

Preah Vihear and Oddar Meanchey, Cambodia — In response to the humanitarian impacts of the Cambodia–Thailand border conflict, the Swiss Agency for Development and Cooperation (SDC), in partnership with World Vision International in Cambodia, has delivered life-saving psychosocial support and cash assistance to thousands of internally displaced people (IDPs).

Through targeted humanitarian interventions, more than 14,470 IDPs in Preah Vihear and Oddar Meanchey provinces received essential psychosocial support services. The response prioritised the most vulnerable, including over 2,200 displaced women and 11,400 displaced children, many of whom have experienced acute distress caused by violence, displacement, and prolonged uncertainty.

In addition, 1,300 IDPs received multi-purpose cash assistance, enabling families to meet their most urgent needs—such as food, medicine, and basic shelter materials—according to their own priorities. This flexible support has helped restore dignity and decision-making power during an extremely challenging period.

“The Governmentand people of Switzerland stand in solidarity with the thousands of vulnerable women, men, and children who have been displaced from their homes,” said Reto Grueninger, Director of the Swiss CooperationOffice and Consular Agency in Cambodia. “We are pleased to join collective efforts to respond to this protracted crisis. Through our partnership with World Vision, we are able to deliver timely, people-centred assistance that addresses urgent needs andsupports psychosocial wellbeing. This approach ensures that women and children receive protection, care, and the help they need to navigate this difficult situation.”

Psychosocial care and cash assistance are life-saving interventions and are critical to helping families begin to rebuild their lives after the severe humanitarian impact of the border conflict.”

The response was implemented across multiple safety centres in Preah Vihear, Siem Reap, and Oddar Meanchey provinces, with a strong focus on protecting vulnerable groups, including children, women, persons with disabilities, and the elderly. Psychosocial services were delivered in collaboration with specialised partners, including the Transcultural Psychosocial Organization (TPO) and local authorities, ensuring culturally appropriate and trauma-informed care.

The identification and selection of families for cash assistance was conducted in close coordination with local authorities to ensure transparency, accountability, and fairness.

“Our priority was to ensure assistance reached those who needed it most—families with children, elderly members, and persons with disabilities,” said Mr. Yim Panh Nha, Deputy Governor of Preah Vihear Province. “Through careful assessment and strong coordination with partners, we were able to support displaced families in a timely manner while respecting their dignity.”

As displacement numbers continue to fluctuate, placing increasing pressure on local services and host communities, World Vision and its partners remain committed to delivering timely, people-centred assistance that promotes resilience, recovery, and hope for families affected by the crisis.

ខេត្តព្រះវិហារ និងឧត្តរមានជ័យ ប្រទេសកម្ពុជា - ដើម្បីឆ្លើយតបទៅនឹងផលប៉ះពាល់មនុស្សធម៌នៃជម្លោះព្រំដែនកម្ពុជា-ថៃ ទីភ្នាក់ងារស្វីសសម្រាប់ការអភិវឌ្ឍ និងកិច្ចសហប្រតិបត្តិការ (SDC) ក្នុងភាពជាដៃគូជាមួយអង្គការទស្សនៈពិភពលោកអន្តរជាតិ ប្រចាំនៅកម្ពុជា បានផ្តល់ការគាំទ្រផ្នែកផ្លូវចិត្តសង្គម និងជំនួយជាសាច់ប្រាក់ដល់ជនភៀសសឹក រាប់ពាន់នាក់។

តាមរយៈអន្តរាគមន៍មនុស្សធម៌ ជនភៀសសឹកចំនួនជាង ១៤.៤៧០ នាក់ នៅខេត្តព្រះវិហារ និងខេត្តឧត្តរមានជ័យ បានទទួលសេវាគាំទ្រផ្លូវចិត្តសង្គមចាំបាច់។ ការឆ្លើយតបបានផ្តល់អាទិភាពដល់ជនងាយរងគ្រោះបំផុត រួមមានស្ត្រីចំនួនជាង ២.២០០ នាក់ និងកុមារចំនួនជាង ១១.៤០០ នាក់ ដែលពួកគាត់ភាគច្រើនរងការប៉ះពាល់ផ្លូវចិត្ត  ដែលបណ្តាលមកពីអំពើហិង្សា ការផ្លាស់ទី និងភាពមិនច្បាស់លាស់យូររយៈពេលវែង។

លើសពីនេះ ជនភៀសសឹកចំនួនជាង ១.៣០០ នាក់ បានទទួលជំនួយសាច់ប្រាក់ ដែលអាចឱ្យគ្រួសាររបស់ពួកគេបំពេញតម្រូវការចាំបាច់ ដូចជាអាហារ ថ្នាំពេទ្យ និងសម្ភារៈជម្រកជាមូលដ្ឋាន ស្របតាមអាទិភាពរបស់ពួកគេ។ ការគាំទ្រដែលអាចបត់បែនបាននេះ បានជួយស្តារសេចក្តីថ្លៃថ្នូរ និងអំណាចក្នុងការសម្រេចចិត្តអំឡុងពេលដ៏លំបាកបំផុត។

លោកជេនេស អ៊ីម៉ានូអ៊ែល ហ្គីនទីញ នាយកប្រចាំប្រទេសអង្គការទស្សនៈពិភពលោក ប្រចាំនៅកម្ពុជា បានបន្ថែមថា៖ «អង្គការទស្សនៈពិភពលោក សូមស្វាគមន៍ចំពោះការគាំទ្រទាន់ពេលវេលា និងទឹកចិត្តសប្បុរសពីភ្នាក់ងារស្វីសសម្រាប់ការអភិវឌ្ឍ និងកិច្ចសហប្រតិបត្តិការ។ ការថែទាំផ្លូវចិត្តសង្គម និងជំនួយជាសាច់ប្រាក់ គឺជាអន្តរាគមន៍សង្គ្រោះជីវិត ហើយមានសារៈសំខាន់ណាស់ក្នុងការជួយគ្រួសារ ឱ្យចាប់ផ្តើមកសាងជីវិតរបស់ពួកគេឡើងវិញ បន្ទាប់ពីផលប៉ះពាល់មនុស្សធម៌យ៉ាងធ្ងន់ធ្ងរនៃជម្លោះព្រំដែន»។

ការឆ្លើយតប ត្រូវបានអនុវត្តនៅទូទាំងជំរុំសុវត្ថិភាពជាច្រើនក្នុងខេត្តព្រះវិហារ សៀមរាប និងឧត្តរមានជ័យ ដោយផ្តោតយ៉ាងខ្លាំង លើការការពារក្រុមងាយរងគ្រោះ រួមមានកុមារ ស្ត្រី ជនមានពិការភាព និងមនុស្សចាស់។ សេវាផ្លូវចិត្តសង្គមត្រូវបានផ្តល់ជូនដោយសហការជាមួយដៃគូឯកទេស រួមទាំងអង្គការចិត្តសង្គមអន្តរវប្បធម៌ (TPO) និងអាជ្ញាធរមូលដ្ឋាន ដោយធានាបាននូវការថែទាំដែលសមស្របតាមបរិបទ និងយកចិត្តទុកដាក់ លើការប៉ះពាល់ផ្លូវចិត្ត។

ការកំណត់អត្តសញ្ញាណ និងការជ្រើសរើសគ្រួសារសម្រាប់ផ្ដល់ជំនួយជាសាច់ប្រាក់ ត្រូវបានធ្វើឡើងដោយមានការសម្របសម្រួលយ៉ាងជិតស្និទ្ធជាមួយអាជ្ញាធរមូលដ្ឋាន ដើម្បីធានាបាននូវតម្លាភាព គណនេយ្យភាព និងយុត្តិធម៌។

លោក យឹម បញ្ញា អភិបាលរងខេត្តព្រះវិហារ បានថ្លែងថា៖ «អាទិភាពរបស់យើងគឺធានាថាជំនួយបានទៅដល់អ្នកដែលត្រូវការបំផុត ពោលគឺគ្រួសារដែលមានកូន ចាស់ជរា និងជនមានពិការភាព។ តាមរយៈការវាយតម្លៃយ៉ាងប្រុងប្រយ័ត្ន និងការសម្របសម្រួលយ៉ាងរឹងមាំជាមួយដៃគូ យើងអាចជួយគាំទ្រគ្រួសារភៀសសឹក បានទាន់ពេលវេលា ហើយគោរពសេចក្តីថ្លៃថ្នូររបស់ពួកគេ»។

នៅពេលដែលចំនួនជនភៀសសឹកបន្តប្រែប្រួល ដែលបានបន្ថែមសម្ពាធកាន់តែខ្លាំងលើសេវា និងអាជ្ញាធរមូលដ្ឋាន អង្គការទស្សនៈពិភពលោក និងដៃគូ នៅតែប្តេជ្ញាចិត្តក្នុងការផ្តល់ជំនួយទាន់ពេលវេលា ដែលផ្តោតលើប្រជាជន ដែលលើកកម្ពស់ភាពធន់ ការស្តារឡើងវិញ និងក្តីសង្ឃឹមសម្រាប់គ្រួសារដែលរងផលប៉ះពាល់ដោយសារវិបត្តិនេះ៕
