PRESS RELEASE: New Water Project Expands Safe Drinking Water Access for Communities in Siem Reap
Siem Reap Province, Cambodia – World Vision International in Cambodia is expanding access to safe and sustainable water through its Water Access Through Equitable Reach in Soutr Nikom (WATER) Project, bringing safe and reliable water closer to families, schools and health centres in Soutr Nikom District.
Since July 2025, the project has reached more than 370 people and is expected to benefit more than 2,900 additional community members across surrounding villages. Through strengthened community water supply infrastructure, the project aims to improve water, sanitation and hygiene (WASH) practices while ensuring long-term access to safe drinking water.
Construction of the water supply system is now underway in a village in Khnar Por Commune. The system includes a water tank tower, a treatment basin and a 2,000-metre distribution pipeline, providing a sustainable source of safe water for the community.
The project is being implemented through close collaboration with local authorities and community members, who are contributing labour, land and local resources to support construction and strengthen community ownership.
To ensure the long-term sustainability of the system, the project has established a Water Management Committee (WMC), formally recognised by local authorities. The committee, made up of community representatives, including women leaders, has been trained to oversee the operation, maintenance and management of the water system, mobilise local resources and ensure equitable access for all community members.
Alongside infrastructure development, the project is strengthening community capacity to promote safe water use and good hygiene practices. In partnership with the Provincial Department of Rural Development, more than 9 community partners have received training and have subsequently shared key messages on safe water, sanitation and hygiene with over 300 community members, including children.

Mr. Lun Rithy, Chief of the Economic and Community Development Office, Soutr Nikom District, said: "The district administration has actively supported this project by conducting consultative meetings to approve the construction site, visiting the construction site to monitor progress, and following up on community proposals for approval by the provincial governor. I expect this Water Supply Connection System to provide safe water, promote the well-being of children and people in the target project area through access to safe water for daily use, and prevent them from being affected by waterborne diseases."
Sam Ath, 49, Chief of Water Management Committee, said “The community now has access to safe water for daily use, which helps prevent waterborne diseases caused by unsafe water. It also saves people time, as they no longer need to spend time pumping and filtering water.”

ខេត្តសៀមរាប ថ្ងៃទី ២៣ ខែកក្កដា ឆ្នាំ២០២៦៖ អង្គការទស្សនៈពិភពលោកអន្តរជាតិ ប្រចាំនៅកម្ពុជា កំពុងពង្រីកការទទួលបានទឹកស្អាត និងប្រកបដោយនិរន្តរភាព តាមរយៈគម្រោងការទទួលបានទឹកស្អាត តាមរយៈការចែកចាយដោយសមធម៌ ក្នុងស្រុកសូត្រនិគម (WATER) ដោយនាំយកទឹកស្អាត និងគួរឱ្យទុកចិត្តបានទៅខិតជិតនឹងក្រុមគ្រួសារ សាលារៀន និងមណ្ឌលសុខភាពនានា។
ចាប់តាំងពីខែកក្កដា ឆ្នាំ២០២៥ មក គម្រោងនេះបានគ្របដណ្តប់លើប្រជាពលរដ្ឋជាង ៣៧០ នាក់ ហើយរំពឹងថានឹងផ្តល់ផលដល់សមាជិកសហគមន៍បន្ថែមជាង ២.៩០០ នាក់ទៀត នៅភូមិជុំវិញនោះ។ តាមរយៈការពង្រឹងហេដ្ឋារចនាសម្ព័ន្ធផ្គត់ផ្គង់ទឹកក្នុងសហគមន៍ឱ្យកាន់តែរឹងមាំ គម្រោងនេះមានគោលដៅកែលម្អការអនុវត្តលើផ្នែកទឹកស្អាត និងអនាម័យ (WASH) ព្រមទាំងធានាបាននូវការទទួលបានទឹកពិសាប្រកបដោយសុវត្ថិភាពក្នុងរយៈពេលវែង។
ការសាងសង់ប្រព័ន្ធផ្គត់ផ្គង់ទឹកស្អាតនាពេលបច្ចុប្បន្ន កំពុងដំណើរការនៅក្នុងភូមិមួយក្នុងឃុំខ្នារពោធិ៍។ ប្រព័ន្ធនេះរួមបញ្ចូលទាំងអាងស្តុកទឹក អាងចម្រោះទឹកស្អាត និងបណ្តាញទុយោចែកចាយទឹកប្រវែង ២.០០០ ម៉ែត្រ ដែលផ្តល់នូវប្រភពទឹកស្អាតប្រកបដោយនិរន្តរភាពសម្រាប់សហគមន៍។
គម្រោងនេះត្រូវបានអនុវត្ត តាមរយៈកិច្ចសហការយ៉ាងជិតស្និទ្ធជាមួយអាជ្ញាធរមូលដ្ឋាន និងសមាជិកសហគមន៍ ដែលបានចូលរួមចំណែកជាកម្លាំងពលកម្ម ដីធ្លី និងធនធានក្នុងមូលដ្ឋាន ដើម្បីគាំទ្រដល់ការសាងសង់ និងពង្រឹងភាពជាម្ចាស់របស់សហគមន៍។
ដើម្បីធានាបាននូវនិរន្តរភាពយូរអង្វែងនៃប្រព័ន្ធនេះ គម្រោងបានបង្កើតគណៈកម្មការគ្រប់គ្រងទឹក ដែលត្រូវបានទទួលស្គាល់ជាផ្លូវការដោយអាជ្ញាធរមូលដ្ឋាន។ គណៈកម្មការដែលបង្កើតឡើងដោយតំណាងសហគមន៍ រួមទាំងអ្នកដឹកនាំជាស្ត្រី ទទួលបានការបណ្តុះបណ្តាលដើម្បីត្រួតពិនិត្យប្រតិបត្តិការ ការថែទាំ និងការគ្រប់គ្រងប្រព័ន្ធទឹក ការកៀរគរធនធានក្នុងមូលដ្ឋាន និងធានាឱ្យមានការទទួលបានទឹកប្រកដបោយដោយសមធម៌សម្រាប់សមាជិកសហគមន៍ទាំងអស់។
ទន្ទឹមនឹងការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធ គម្រោងក៏កំពុងពង្រឹងសមត្ថភាពសហគមន៍ ដើម្បីលើកកម្ពស់ការប្រើប្រាស់ទឹកស្អាត និងការអនុវត្តអនាម័យល្អ។ ក្នុងភាពជាដៃគូជាមួយមន្ទីរអភិវឌ្ឍន៍ជនបទខេត្ត ដៃគូសហគមន៍ចំនួន ៩ ទទួលបានការបណ្តុះបណ្តាល ហើយក្រោយមកបានចែករំលែកសារគន្លឹះស្តីពីទឹកស្អាត និងអនាម័យ ទៅកាន់សមាជិកសហគមន៍ជាង ៣០០ នាក់ រួមទាំងកុមារផងដែរ។
Woo Hyun Shin អ្នកគ្រប់គ្រងទូទៅនៃមូលនិធិសប្បុរសធម៌ iM Social Contribution Foundation បានមានប្រសាសន៍ថា៖«យើងជឿជាក់ថាកុមារគ្រប់រូបសមនឹងទទួលបានឱកាសក្នុងការលូតលាស់ឡើងដោយមានសុខភាពល្អ ហើយការទទួលបានទឹកសុវត្ថិភាព គឺជាជំហានដ៏សំខាន់បំផុតមួយឆ្ពោះទៅកាន់គោលដៅនោះ។ តាមរយៈកិច្ចសហការជាដៃគូរបស់យើងជាមួយអង្គការទស្សនៈពិភពលោក ប្រចាំនៅកម្ពុជា លើគម្រោង WATER យើងមានមោទនភាពដែលបានជួយនាំយកហេដ្ឋារចនាសម្ព័ន្ធទឹកស្អាតប្រកបដោយទំនុកចិត្តជូនដល់គ្រួសារ សាលារៀន និងមណ្ឌលសុខភាព នៅក្នុងស្រុកសូទ្រនិគម ដែលបានពឹងផ្អែកលើប្រភពទឹកគ្មានសុវត្ថិភាព និងគ្មានការការពារជាយូរមកហើយ។ យើងមានសេចក្តីរំភើប ពិសេសចំពោះគណៈកម្មាធិការគ្រប់គ្រងទឹកស្អាតដែលដឹកនាំដោយសហគមន៍ផ្ទាល់ ដែលធានាថាជោគជ័យនេះនឹងមាននិរន្តភាព បន្ទាប់ពីការសាងសង់ត្រូវបានបញ្ចប់។ ជាងនេះទៅទៀត យើងរំពឹងថា គម្រោងនេះជួយកាត់បន្ថយជំងឺឆ្លងតាមទឹក និងគាំទ្រដល់ការអភិវឌ្ឍប្រកដោបយសុខុមាលភាពសម្រាប់ កុមារនាពេលខាងមុខ ដែលឆ្លុះបញ្ចាំងពីការប្តេជ្ញាចិត្តរួមរបស់យើងចំពោះសុខុមាលភាពរបស់ពួកគេ និងការកសាងសហគមន៍ដែលមានភាពធន់នៅក្នុងប្រទេសកម្ពុជា»។
លោក លន់ រិទ្ធី ប្រធានការិយាល័យសេដ្ឋកិច្ច និងអភិវឌ្ឍន៍សហគមន៍ ស្រុកសូត្រនិគម បានមានប្រសាសន៍ថា៖ «រដ្ឋបាលស្រុក បានគាំទ្រដល់គម្រោងយ៉ាងសស្រាក់សស្រាំ ដោយបានរៀបចំកិច្ចប្រជុំពិគ្រោះយោបល់ដើម្បីអនុម័តលើទីតាំងសាងសង់ ចុះពិនិត្យការដ្ឋានសាងសង់ដើម្បីតាមដានវឌ្ឍនភាព និងតាមដានសំណើរបស់សហគមន៍ដើម្បីសុំការអនុម័តពីគណៈអភិបាលខេត្ត។ ខ្ញុំរំពឹងថា ប្រព័ន្ធតភ្ជាប់ការផ្គត់ផ្គង់ទឹកស្អាតនេះ នឹងផ្តល់ទឹកស្អាត លើកកម្ពស់សុខុមាលភាពរបស់កុមារ និងប្រជាពលរដ្ឋនៅក្នុងតំបន់គោលដៅនៃគម្រោង តាមរយៈការទទួលបានទឹកស្អាតសម្រាប់ប្រើប្រាស់ប្រចាំថ្ងៃ និងការពារពួកគេពីការរងផលប៉ះពាល់ដោយជំងឺឆ្លងតាមទឹក»។
លោក សំ អាត ប្រធានគណៈកម្មការគ្រប់គ្រងទឹក បានមានប្រសាសន៍ថា៖ «បច្ចុប្បន្ននេះ សហគមន៍មានលទ្ធភាពទទួលបានទឹកស្អាតសម្រាប់ប្រើប្រាស់ប្រចាំថ្ងៃ ដែលជួយការពារជំងឺនានាដែលបង្កឡើងដោយការប្រើប្រាស់ទឹកដែលមិនមានសុវត្ថិភាព។ វាក៏ជួយសន្សំសំចៃពេលវេលារបស់ប្រជាពលរដ្ឋផងដែរ ដោយសារពួកគេលែងចាំបាច់ចំណាយពេលបូម និងចម្រោះទឹកទៀតហើយ»។
គម្រោង WATER បានបង្ហាញពីការប្ដេជ្ញាចិត្តរបស់អង្គការទស្សនៈពិភពលោកអន្តរជាតិ ប្រចាំនៅកម្ពុជា ក្នុងការធ្វើការងាររួមគ្នាជាមួយសហគមន៍ និងដៃគូរដ្ឋាភិបាល ដើម្បីផ្ដល់នូវដំណោះស្រាយប្រកបដោយនិរន្តរភាព ដែលជួយលើកកម្ពស់សុខភាពកុមារ ពង្រឹងភាពធន់សហគមន៍ និងបង្កើតឱកាសយូរអង្វែងសម្រាប់គ្រួសារនានា។
