De-Escalating Border Conflict: World Vision Urges Continued Protection for Children

Phnom Penh, 29 July 2025: World Vision International in Cambodia welcomes the significant development of an immediate and unconditional ceasefire agreement between the governments of Cambodia and Thailand, effective from 00:00 midnight on 28 July 2025.

As a child-focused, humanitarian organization, World Vision continues to advocate for the urgent protection and well-being of all children in times of crisis. This includes ensuring continued access to essential services such as healthcare, education, and psychosocial support.

The recent clashes along the Cambodia-Thailand border have led to the displacement of thousands and the temporary closure of hundreds of schools across affected provinces. 

"We are witnessing the devastating impact this conflict is having on children and families,” said Mr. Ny Sopharan, Operations Director of World Vision International in Cambodia. “The fear in the eyes of children fleeing violence is a heartbreaking reminder that the most vulnerable always bear the heaviest burden in times of conflict.”

World Vision International in Cambodia continues to monitor the situation closely, continuously, and continues to assess the evolving needs on the ground, and is ready to scale up support when, and if, necessary. 

“Though the conflict is de-escalating, we stand ready to provide further response, but we cannot do it alone. We appeal to our partners, donors, and the international community to continue to act, protect lives, ensure humanitarian access, and support those traumatized by this crisis,” reiterated Mr. Sopharan. 

World Vision has launched an emergency response and is working closely with local authorities and youth volunteers to deliver life-saving assistance to the affected children and communities in both countries. As of July 29th, 2025, World Vision International in Cambodia is providing emergency food and non-food assistance, water, sanitation and hygiene (WASH) services, child protection, and education support. 

This includes the establishment of temporary child-friendly spaces offering psychological support and recreational materials in 56 safe centers – 13 in Siem Reap, 28 in Banteay Meanchey, and 15 in Preah Vihear, targeting approximately 8,375 families, an estimated 29,400 individuals, including more than 11,700 children.

“During times of crisis, our priority is to ensure that every child is supported, cared for, and never left behind,” Mr. Sopharan emphasized. “By working hand-in-hand with local authorities and communities, we reaffirm our commitment to safeguarding children and upholding their dignity.”

World Vision has been working closely with the National Committee for Disaster Management, development partners, and local organizations to scale up efforts in providing psychological support and ensuring the safety of children displaced by the border conflict.

ក្នុងនាមជាអង្គការមនុស្សធម៌ផ្តោតលើកុមារ អង្គការទស្សនៈពិភពលោក បន្តអំពាវនាវឱ្យមានការការពារ និងថែរក្សាសុខុមាលភាពកុមារជាបន្ទាន់ក្នុងគ្រាដែលមានវិបត្តិ។ នេះរួមមាន ការធានាឱ្យមានលទ្ធភាពទទួលបានសេវាចាំបាច់ ដូចជា សុខាភិបាល ការអប់រំ និងការគាំទ្រផ្លូវចិត្តជាដើម។ 

ការប៉ះទង្គិចនៅតាមបណ្តាយព្រំដេនកម្ពុជា-ថៃ កាលពីពេលថ្មីៗនេះ បានធ្វើឱ្យមានការជម្លៀសប្រជាពលរដ្ឋ និងការបិទទ្វារសាលារៀនរាប់រយកន្លែងជាបណ្តោះអាសន្ន នៅក្នុងខេត្តដែលរងផលប៉ះពាល់។ 

លោក នី សុផារ៉ាន់ នាយកប្រតិបត្តិអង្គការទស្សនៈពិភពលោកអន្តរជាតិ ប្រចាំនៅកម្ពុជា បានមានប្រសាសន៍ថា៖ ​“យើងឃើញផ្ទាល់ពីផលប៉ះពាល់ដ៏ធ្ងន់ធ្ងរទៅលើកុមារ និងគ្រួសាររបស់ពួកគេ។ កែវភ្នែករបស់កុមារដែលបង្ហាញពីភាពភ័យខ្លាចក្នុងសភាពកំពុងរត់គេចខ្លួន គឺជារឿងមួយរំឭកយើងថា ពួកគាត់ជាក្រុមដែលងាយរងគ្រោះបំផុត នៅពេលមានជម្លោះកើតឡើង”។

អង្គការទស្សនៈពិភពលោកអន្តរជាតិ ប្រចាំនៅកម្ពុជា បន្តតាមដានស្ថានការណ៍ និងបន្តវាយតម្លៃតម្រូវការរបស់ប្រជាពលរដ្ឋដោយត្រៀមខ្លួនដើម្បីពង្រីកការគាំទ្របន្ថែមនៅពេលចាំបាច់។ លោក សុផារ៉ាន់ បានបញ្ជាក់ថា៖ “ទោះបីស្ថានការណ៍មានភាពធូរស្រាល យើងនៅតែត្រៀមខ្លួនរួចជាស្រេចដើម្បីឆ្លើយតបបន្ថែម ប៉ុន្តែយើងក៏មិនអាចធ្វើតែម្នាក់ឯងបាននោះដែរ។ យើងអំពាវនាវដល់ដៃគូ អ្នកឧបត្ថម្ភ និងសហគមន៍អន្តរជាតិ បន្តគាំទ្រ ដើម្បីការពារជីវិត ធានាបានលទ្ធភាពទទួលបានជំនួយ និងគាំទ្រដល់អ្នករងគ្រោះផ្លូវចិត្ត ដោយសារវិបត្តិនេះ”។

អង្គការទស្សនៈពិភពលោក បានចាប់ផ្តើមការឆ្លើយតបបន្ទាន់ និងសហការជិតស្និទ្ធជាមួយអាជ្ញាធរមូលដ្ឋាន និងអ្នកស្ម័គ្រចិត្តយុវជន ដើម្បីផ្តល់ជំនួយសង្គ្រោះបន្ទាន់។ គិតត្រឹមថ្ងៃទី២៩ ខែកក្កដា ឆ្នាំ ២០២៥ អង្គការទស្សនៈពិភពលោក បានផ្តល់ជំនួយជាអាហារ និងសម្ភារៈ ទឹកស្អាត និងអនាម័យ (WASH) ការការពារកុមារ និងការអប់រំ តាមរយៈការបង្កើតទីកន្លែងកុមារមេត្រីជាបណ្តោះអាសន្ន ការផ្តល់ការគាំទ្រផ្លូវចិត្ត និងសម្ភារៈអប់រំ និងកីឡា កម្សាន្តនានា នៅតាមមណ្ឌលសុវត្ថិភាពចំនួន ៥៦ ដោយនៅក្នុងនោះ ១៣ នៅខេត្តសៀមរាប ២៨ នៅខេត្តបន្ទាយមានជ័យ និង ១៥ នៅខេត្តព្រះវិហារ សម្រាប់គ្រួសារចំនួន ៨.៣៧៥ គ្រួសារ ដែលមានប្រជាពលរដ្ឋចំនួន ២៩.៤០០ នាក់ ក្នុងនោះមានកុមារប្រមាណ ១១.៧០០ នាក់។

លោក នី សុផារ៉ាន់ បានបន្ថែមថា៖​ “ក្នុងពេលមានវិបត្តិ អាទិភាពរបស់យើងគឺធានាថាកុមារគ្រប់រូបទទួលបានការគាំទ្រ ការការពារ និងគ្មានកុមារណាម្នាក់ត្រូវបានទុកចោលឡើយ។ តាមរយៈការសហការជាមួយអាជ្ញាធរមូលដ្ឋាន និងសហគមន៍ យើងបញ្ជាក់ពីការប្តេជ្ញារបស់យើងក្នុងការការពារ និងថែរក្សាសេចក្តី​ថ្លៃថ្នូររបស់កុមារ”។ 

នៅខណៈពេលនេះ អង្គការទស្សនៈពិភពលោក បាននិងកំពុងធ្វើការយ៉ាងជិតស្និទ្ធជាមួយគណៈកម្មាធិការជាតិគ្រប់គ្រងគ្រោះមហន្តរាយ ដៃគូអភិវឌ្ឍន៍ និងអង្គការមូលដ្ឋាន ដើម្បីពង្រឹកកិច្ចខិតខំប្រឹងប្រែងក្នុងការផ្តល់ការគាំទ្រផ្លូវចិត្ត និងធានាសុវត្ថិភាពសម្រាប់កុមារដែលត្រូវបានផ្លាស់ទីដោយសារជម្លោះព្រំដែន៕

អង្គការទស្សនៈពិភពលោក គឺជាអង្គការគ្រិស្តបរិស័ទជំនួយសង្រ្គោះបន្ទាន់ អភិវឌ្ឍន៍ ប្តេជ្ញាធ្វើការបម្រើកុមារ គ្រួសារ និងសហគមន៍របស់ពួកគេ ដើម្បីកាត់បន្ថយភាពក្រីក្រ និងអយុត្តិធម៌។ អង្គការទស្សនៈពិភពលោក ធ្វើការជាមួយអ្នកដែលងាយរងគ្រោះបំផុតនៅលើពិភពលោក ដោយមិនគិតពីសាសនា ជនជាតិ ពូជសាសន៍ ឬភេទឡើយ។ នៅពេលមានវិបត្តិ យើងនៅតែរក្សាភាពអព្យាក្រឹត និងមិនពាក់ព័ន្ធនយោបាយ ហើយមានគោលបំណងតែមួយគត់គឺការពារ និងគាំទ្រកុមារ និងគ្រួសារដែលងាយរងគ្រោះដោយសារជម្លោះ ដោយមិនគិតពីប្រវត្តិ និងជនជាតិរបស់ពួកគេឡើយ៕
