Building Climate‑Adaptive Solutions through Inclusive Market Networks (BASIN) is a four‑year regional initiative (May 2025 – April 2029) funded by Australia’s Department of Foreign Affairs and Trade (DFAT) through the Mekong–Australia Partnership. Implemented by a consortium led by World Vision Australia—together with World Vision partners in Cambodia, Lao PDR and Vietnam, and the University of Technology Sydney—the project aims to strengthen inclusive, climate‑resilient agri‑food systems across the Mekong sub‑region.

In Cambodia, BASIN focuses on Kratie Province, addressing climate‑related pressures on smallholder agriculture that disproportionately affect women, persons with disabilities, ethnic minorities, and other marginalized groups. The project targets two high‑potential value chains—cashew and vegetables—where climate vulnerability, low value addition, and limited market access continue to constrain incomes and equitable participation. Despite strong domestic and export demand, farmers face systemic barriers including limited access to finance, technology, leadership opportunities, and market information.

BASIN adopts an Inclusive Market Systems Development (iMSD) approach integrated with Women’s Economic Empowerment (WEE) and green growth principles. Through inclusive climate‑smart practices, strengthened producer organizations, gender‑transformative approaches, and collaboration with market actors, the project aims to improve household incomes, enhance women’s and marginalized groups’ decision‑making and leadership, and generate evidence for regional learning and policy dialogue. By 2029, BASIN will support over 2,000 households and more than 9,000 people in Cambodia, contributing to a more inclusive, resilient, and sustainable agri‑food system in the Mekong region.
