Faith Richelle Bullecer

Regional Child Participation and Mobilisation Advisor, East Asia

With nearly two decades of experience in development across local, national, and regional platforms, Faith Richelle Sy is a strategic advocate for children’s rights and meaningful participation in East Asia. She works at the intersection of policy engagement, digital innovation, and social mobilization, advancing approaches that position children and young people as leaders shaping sustainable and inclusive futures.

At World Vision East Asia, Faith leads regional strategies that strengthen child-led research, intergenerational dialogue, and cross-sector partnerships. She co-developed Reimagining Child Participation: A New Framework to Advance Integrated Action for Meaningful and Inclusive Child Participation, helping redefine participation as a driver of accountability, innovation, and systems change.

She is the visionary behind Young Minds CAMP (Child-led Actions, Mobilizations, and Partnerships), a regional platform empowering children to lead, advocate, and communicate in East Asia and beyond. Through this platform, children are equipped to lead research and engage in intergenerational dialogue that informs regional conversations on climate, migration, & disaster risk reduction.

Faith engages at the highest regional policy levels to advance meaningful child participation as a core pillar of governance and systems change. She works closely with the Association of Southeast Asian Nations Commission on the Promotion and Protection of the Rights of Women and Children (ASEAN‑ACWC) to institutionalize child participation across ASEAN mechanisms, including contributing to the ongoing development of a regional framework on Meaningful Child Participation, as championed by CRC Asia. Her regional leadership extends to strategic collaboration with UNICEF on the Regional Plan of Action on the Rights of Children in the Context of Migration, and with UNESCAP‑CRVS to strengthen policy and data ecosystems that ensure children’s voices are visible, valued, and embedded in decision‑making across Asia and the Pacific.

Beyond her role at World Vision, Faith brings a strong foundation in theatre and the arts to her advocacy and movement‑building work. She serves on the advisory board for the culture and arts. She also leads cross‑cultural missions mobilization with global and Asia-based partners, engaging youth networks, faith‑based organizations, and interfaith actors. By integrating arts, cultural expression, and policy practice, she advances a vision of participation that moves beyond consultation, ensuring children’s voices shape narratives, influence decisions, and inspire collective action.
